Change of Use on Parliament Street, Dublin 2

Armstrong Planning is pleased with the recent decision by An Bord Pleanála regarding the change of use at the Paramount Hotel on Parliament Street.


Acting on behalf of our client, we argued that the transition from hotel use to accommodation for homeless persons constituted a material change of use requiring planning permission.


The Board agreed, determining that the provision of accommodation for homeless individuals addresses a social need and therefore qualifies as 'care' under the Planning and Development Regulations. This decision provides important clarification on the application of planning law to changes of use in similar contexts.


We are proud to have supported our client in achieving this outcome and contributing to a clearer understanding of planning requirements in this area.
